iPhone Voicemail Transcription (voicemail to text) (VTT) not working

My iPhone 8 Plus on T-Mobile and am having problems with Voicemail Transcription (voicemail to text) starting in late September 2022.

I have tried the following below on my iPhones

1) Restarting and forced resets of the iPhone

2) Upgraded the iPhones to IOS 16.1

3) Checked for carrier updates.

4) Turned on/off airplane mode.

5) Checked that voicemail forwarding is correct.

5) Reset Siri. Change language then set the language back to English US.

6) Changed the voicemail greeting and password.

7) Reset the network setting

Still, I am not getting voicemail transcription (voicemail to text)

Is this a known VTT issue?

Is there a fix?
