Paying for Protection 360 but no repair centers are in my area.

Paying for Protection 360 but no repair centers are in my area. Have a crack in the screen-which is covered for free.Being told I have to pay $99 for a replacement phone because T-Mobile has no repair centers. Anyone else had this issue?
