Why does call block not work on unknown numbers?

I have call blocker on my phone.  But, I am receiving calls constantly showing from other cities around me like it’s trying to narrow down where I live.  Because it shows a city name, it’s not blocking it.  What is the use of call block it it doesn’t block these calls too.
