Unable to receive calls or texts from AT&T network customers
That phone number account has blocked either your phone # or a category your phone # falls into. OR that phone number is out of service for some reason.
If this happens for ALL AT&T numbers, your phone # has been blocked by AT&T (possibly as spam?).

. I'm an AT&T retiree with an AT&T land line as well as a T-Mobil cell line.
I noticed last week that I could no longer call my T-Mobil phone. All attempts to call my cell from AT&T were directed to an automatic AT&T recording saying" Call can't be completed, all lines busy, call back later"
After many attempts with AT&T repair service over multiple days, they admitted AT&T has a problem and "A tech is working on it."A week later the problem still exists. I have now discovered that this affects multiple AT&T offices and their switching centers. I have personally tested and it appears that AT&T office code 619-562 and well as 619-445 customers can't call T-Mobil numbers' and the call is routed to the all trunks busy recording.
I finally received a call from AT&T repair service center tech who disclosed it is a known wide area problem that they haven't been able to fix.
As a 30 year retired T&T tech myself I worked in their switching department as well as a technical manager in their data center dealing with central office software changes.. I suspect AT&T did some sort of software change recently which has resulted in this wide spread routing outage Possibly even T-Mobil is not fully aware. I did a GOOGLE search on this issue and found multiple similar examples such as this chat..
I currently have a T-Mobil case number as well as an AT&T case number but this looks like a bigger AT&T Network software trunk routing issue, possibly nationwide, but 1 week and no service restoration.
