unlock denial reason code 14

Hi, 

I tried unlocking my device permanently but it gives error code 14. What does this mean?

    Error Code 14 is: "The device is locked because it is a device that is associated with a T-Mobile for Business account and the account holder has not met the requirements for unlocking the device.", from what I can find online.
