Jump Upgrade

Every time I try to do the JUMP upgrade online it gives me this error message:  “Sorry you’ll need assistance to upgrade a jump device”.  I called and was told that I did meet the threshold for jump and needed to make a $50.00 payment.  I did this and the error is still occurring.  Help...
