It probably explains why when I try to send a text reply to someone from the UK. I get message “Free Msg: Unable to send message - Message Blocking is active.” despite having blocking international calls/texts turned off in my account. I have prepaid monthly $40 10GB plan with no prepaid balance. I just switched from Xfinity Mobile which allowed free international texting but needed to switch due to disconnecting my Xfinity cable service (without it they impose $25 line access which makes it financially infeasible).
