Disable the voicemail message that allow a caller to leave a voicemail

I dont want to use voicemail. T-Mobile told me it was disable.  but when you call it allow a caller to believe he left a mesage, and expects an answer.

How I can disable that and simply say “The voicemail is not setup yet”
