Family Mode App Usage Limits

I've set my kids to a set amount of hours per day on their phone. They are waking up daily to most of the time being used. Ex. My daughter woke up this morning and TikTok had already used 3 hours of time.  The App was closed.  This is not just limited to TikTok . Any ideas?
