I can't delete voicemail messages

Press 7 to delete and 9 to save.

Have you tried using the Visual Voicemail app?

What happens when you press and hold the 1 key is that the phone dials the voicemail phone number stored in the phone’s settings. Have you checked that setting and tried to call the number directly? See the guide   linked below.
