family allowances

First I would like to know the cost of family allowances?  Secondly if this block doesn't work all the time then why pay?  With Sprint one could block a harnessing phone number, tmobile took over and this option is no longer available.  Yes I know how to block on owner line but need to block on all lines so this number or numbers stay blocked especially harnessing phone calls.
