Can't updat 911 address for Wifi calling.

I am unable to update my 911 address to use the Wi-Fi calling. When I make the attempt, it asks me to log into T-Mobile account which I do, then asks for my phone number to send a confirmation code via SMS but the code never comes and I'm stuck in a loop. Suggestions?
