I cannot call international calls in France?

When you say you can’t call French numbers, do you mean you can’t connect or you get this call can’t be completed as dialed or does the call not process as being dialed?  As for what you might try is calling from another phone to see if it a problem on your end or the persons end you are trying to connect with.
