Doh! I missed seeing the SINR negative 3.6 that explains a bit. There is noise disrupting the signal more than likely. The combined factors do make sense now. The signal is weak, probably due to the distance to the tower or trees, hills, buildings and such, plus the noise impacting the signal. If there is something there that adds to the noise at those intervals that probably causes the signal to be lost.
If the signal is that weak an external antenna could clean that up a bit and make a workable solution more than likely. That also would entail a bit of technical expertise which most users dont have. They dont make it easy.
