I stumbled across a 3 year old post on some site. It advised when attaching a POE switch to a Google home LAN that the switch be attached to the Google home router (I had it attached to T-Mobile gateway). The link Google home to my TP link account. Google home>Devices >add>works with Google home>Tapo > sign into your to link account. Everything now works. No errors on gateway, no errors on Google home, available, consistent, fast internet again. I think it was connection Google home to my TP—link account that resolved the conflicts.
