Max Lines

I was switched to T- Mobile from Sprint- customer with Sprint since 2001. So far I’m not a fan! I have the Unlimited plan- why does it say I’ve reached the max lines and I only have 4 lines? 
 

Also- it also says Im eligible for an upgrade but its  offering any discounts for my 13 max and expecting full price up front?
